The problem with the “withhold pay if you are in contempt of Congress” is that it would be trivially easy for a single house of Congress to use this as a weapon against any member of the Executive Branch at any time. The Democratic Senate doesn’t like the way Alberto Gonzalez looked at them? Contempt! Eliminate his pay! The Republican House thinks Chuck Hagel is a traitor to Republicans for joining a Democratic Administration? Contempt! Cut his pay!
The two houses of Congress are supposed to be a check on one another, which is the whole reason that impeachment is split between the Houses. It would be somewhat ironic if cabinet members were subject to penalties for being held in contempt (but not charged in court for the same), but not subject to penalties for the more serious issue of being impeached (but not yet convicted by the Senate).
The problem with most contemporary Republican approaches is that the ones that are not based on Jesus are based on the two-by-four+mule concept, that if you hit it hard enough, it will move (and, in their minds, not in the direction that involves stomping on you). Ultimately, it is quite insulting, they are saying that since they are stupid and unimaginitive, everyone else must be like them as well.
Some one needs to have a talk with little Madison.
