It looks like plain text in the entry box, but you can see it’s tagged in the preview.
When I type @ I get a little pop-up box with a few potential names I could pick, but it seems pretty arbitrary what names it chooses to include in that pop-up box. Most of the times I’ve used @ the name I wanted didn’t appear in that little menu and I had to type the whole name anyway.
I got a badge for using this thing. How silly.

Yes, as a whole we are. But individually, I’m not always so sure… 
Seems like “tags” are a different named feature in Discourse that is different than the @mention feature.
