It’s a Dickey. Usually reserved for formal wear, though the wiki article actually references Wolowitz use of a turtleneck dickey. IIRC, Penny chastised him for wearing one to the fund raising reception last week.

Perhaps Raj is reluctant to reveal to them that he is incapable of exercising control over Priya’s behavior. Might they order him back to India if they felt he was failing to adequately shield the Koothrappali name from dishonor? I’m pretty sure he wouldn’t be able to find the stones to defy such an order (Priya would, imho, be another matter).
