The whole document makes perfect sense to me and I have no doubt that everything she says is completely true. However, I must say I am puzzled by this sentence:

I think she is trying to say (with incredibly bad grammar) that because they are taxpayers they are the boss of public officials and not the other way around. The old “we pay your salaries” argument.

A great short story, and written during the Civil War, when some other idiots were denying the authority of the United States. My favorite part, which the defendants should be required to read, is when Nolan, the exile, helps free some badly-mistreated kidnapped Africans from a slave ship. He speaks to a young Navy officer with him as they return to their own ship:
