Santilli hasn’t actually been released yet, the judge simply said he could be released. Before that happens, though, he needs to undergo the mental evaluation as you note. And if that goes well, then his “release” is simply a transfer to a Nevada jail for the 2014 charges. Once there, he can go through the same process to plead for release from that jail. Only if that’s approved would he end up in a halfway house.
Santilli is the guy who stated publicly on air “I want to shoot [Clinton] right in the vagina and I don’t want her to die right away; I want her to feel the pain”. He said that back in 2013.
Why wasn’t he already charged and arrested with threatening a government official under 18USC 875 or 876?
“I want to shoot” is not the same as “I am going to shoot.”

Anyone in Tuscon might want to stay away from the Federal Court Friday. Patriots are holding an armed rally outside the courthouse to hold those inside “personally responsible for the execution of Lavoy Finicum.”
Yeah, holding a federal court in AZ personally responsible for something the Oregon State Patrol did in Oregon… doesn’t make sense to me either.
And it’s highly unlikely he’ll be released in Nevada, the charges are more serious there and his actions were much more reckless in 2014. The Nevada prosecutor is going to Oregon Monday to argue against his release and if he does get “released” and trades jail cells for one in Nevada, he’ll have to be transported to Oregon for court. The only effect I see from all this is that it will cost the taxpayers more money. His attorney actually said “this really opens a can of worms.”

Refuge staff have begun the cleanup task. Naturally, there was stuff moved all over the place. Equipment and files dragged elsewhere, for whatever reasons the thugs felt convenient. And office maintenance staff will have a lot of cleaning and a little painting to do.
