Wow, lets not arrest the actual violators.
If they rented out their space to people who broke the law… yes, they actually do have some liability.
I agree that it would have been better to penalize the people who were actually there and doing the actual violations, but by fining the business owner it will discourage people from renting space to known miscreants.
