I get what you’re saying, but with these pandemic restrictions, it’s the people who have control of the property that get penalized for allowing gatherings that violate the rules.
It’s just the same if a restaurant breaks the 50% capacity (or whatever) rule: the owners of the restaurant gets fined, and not the diners. Well, the diners might get a separate fine, depending on the local rules, but the restaurateurs will also be penalized.
Which is the point I’m making. Fine the venue. But also fine the attendees who are equally guilty of violating the restrictions.
A restaurant is different. If indoor dining is allowed, it’s entirely on the proprietor to track capacity limits.
