Biden has in fact been on a record-setting pace for executive orders, signing more than 40 of them in his first week in office. Most, however, were written to overturn those of his predecessor, Donald Trump.
I’ve been saying for years that the Republicans had better stop trying to govern by executive order because eventually the Democrats would start doing the same. And here it is. And the Republican snowflakes are having a meltdown over it.

If democracy holds, it would never get past the first court challenge.

You are, I’m pretty sure, completely wrong here. The constitution embodies the power to select electors with the state legislature. Just because all states currently use the popular vote to allocate them doesn’t mean they can’t change that with a new law.
In fact, at first many states had the legislature select electors. (Senators were also selected by the legislature, not by popular vote.) It wasn’t until the early 1800s that most states moved to the popular vote, and South Carolina held out until the Civil War. The founding fathers didn’t have that much faith in the electorate.
