It’s a very common source of misunderstandings between US-based and abroad-based branches of the same company, as well as for Americans themselves; both the stuff which is based on precedent (no official law or regulation) and the stuff which is on the book but does not apply (there is a law or regulation but due to precedent you’re not supposed to apply it).
Lately for some reason I’ve been remembering a lot a coworker being completely confused by how to find out legal information in Spain. We explained that since laws are mainly built top-to-bottom, getting more detail as you get to a lower level, and a law can never contradict another one, you search bottom-up: is there a regulation at the local level? If “yes”, apply it (it will include any upper-level laws which may exist); if “no”, search at the regional level, and so forth. He was super confused “but what else?” and we were super confused by his confusion.
