I don’t think he’s going to actually finish (as in all done, debris cleared away, open for business) ANY of the things you listed:
But he will make enough of a half-assed start on each one to leave behind pile of smoking, ugly, incomplete wreckage/paperwork/legal tangles that the country will spend decades never being quite able to put right.
