It’s not likely illegal, it is illegal, because it was created without express Congressional authorization. Moreover, it diverts the money from the Judgment Fund, intended for court judgments and settlements – not for congressionally-unapproved purposes.

It is not a settlement. It is an illegal slush fund. It was not overseen or approved by any court or jury. In fact, his stupid 10 billion dollar lawsuit against the IRS was on the verge of being dismissed by the judge overseeing it when he trotted out this bullshit. Trump has deemed it a “settlement”, but that’s just to make it sound more palatable to his base. It is nothing of the kind, and IMHO, it should not be referred to as such.
