The Michigan Film (and television) Tax Incentives are making a comeback. In 2010, it was the most attractive state to shoot in in that regard.
Plus with the added bonus of scorched earth, urban/industrial decay, and even rural/wooded areas to shoot among, it’s practically perfect. Especially if the characters are going to be crawling their way out of the South, the producers mentioned they want to begin to show the toll of time no upkeep has taken on civilization.

Plus plotwise, Michigan has more militia groups than any state but Texas by some reports, so it’s peopled with survivalists.
I’m thinking the government- as it tries to maintain control and order, different factions breaking away as to how to respond to the crisis, how is a power vacuum dealt with as leaders die off, what types of research/healthcare it tries to provide.
For example- what was it like inside the CDC before it blew up.

Assuming that the whole world looks like it does in Atlanta, I can’t imagine there is a government left (hence my question of who ‘the authority’ is).
That’s also what keeps bugging me about why the other group is so adamant about getting to DC. What do they think they’re going to find in DC, I’d expect it’s going to be a whole lot of the same, not some totally civilized area with a CDC type lab and that are working towards a cure for the virus thing that’s going on down South as just one of their projects.
Sure, now. It’d be interesting to have a show that shows what happens as the situation degrades from the start of the apocalypse. That’s how I took that comment anyway. Alternatively, even if they show it from the “now perspective” there may be remnants of factions trying to keep the government working or laying claim to power.

This episode hooked me fairly early on, when Carol and Tyreese found the Terminus guy in the shack. I won’t get the dialogue exactly right, but:
Termite: I told Andy that chick with the sword was going to be bad news … and I want that kid’s hat after he bleeds out.
Carol (puts gun to the Termite’s head, speaking deadpan): We’re friends of the chick with the sword and the kid in the hat.
Fantastic mini-scene and lines.

Actually, they’re really not much of a problem. They’re slow and shambling, and they lack any discernable intelligence. They’re only problematic in groups and you kind of have to make poor decisions yourself in order to be vulnerable to them in any way.
