The green balloons marked the trail that the car with Sasha and Abe and Darryl on his bike were leading the zombies on. They were used as a checkpoint reference.
How Maggie just knew it was Glenn that had set them free is beyond me.
It would have been/will be funny if it was actually the other 3 signalling back to the ASZ or, at the least, more plausible if Glenn had wrote* on the balloons MAGGIE in about 60 point font.
