Someone from Portland filed a lawsuit about this earlier this year. Unfortunately, a court (I forget whether district, appeals, or Supreme court) ruled he didn’t have standing. I’m not sure who would have standing then. You’d think any US citizen would.
Obviously, Trump is dead and the person living in the White House is a phony.
