Whoa! Our back-and-forth started because you said the GOP couldn’t have ended the shutdown during the first 12.5 days of the shutdown because they didn’t really control Congress on account of the filibuster.
Now you’re saying something very different: the GOP could have passed an appropriations bill all by themselves ever since October 1 (couldn’t remember whether reconciliation was FY or calendar year, thanks for supplying that detail), so a Dem filibuster wasn’t the problem. You’re saying the problem was (is?) that they are divided amongst themselves, and that’s why they didn’t use reconciliation.
Tell you what: argue this out with yourself, and get back to me when you’ve decided which of your positions is the one you really want to go with. Not that I promise to still be interested by then.

The consensus seems to be that most of his speech was his Oval Office address from a week or so ago, with the words rearranged just enough to be a good deal more incoherent.
And the deal he’s offering is a bloomin’ joke, but it’s just enough to piss off Ann Coulter. Wonder* if he’s man enough to stand up to her this time.

We know that Trump is a crook and not to be trusted.
We know that he has absolutely no plan for the wall, what it will be, or where it will go.
We know that he often swindles and cheats. Bribes and graft is just ‘business’.
We know he bribed the Florida DA Pam Bondi to not investigate Trump ‘University’ for crimes. (I’m looking at you Pam, real closely)
We know he has mob connections.
We know that he has Russian connections.
(both of the above causes much laughter in each organization I am sure)
We know he has had 3000 law suits against his ‘organization’
We know that he just want’s to ‘accomplish’ something in his life that someone just can’t take the golden ‘TRUMP’ letters off of.
And of course, we know he’s a moron that doesn’t give one shit about anything but himself.
I’ll just say no to any major announcement he has. Unless it’s his resignation.
Anytime Trump announces that there is going to be a “Major” anything, the anything turns out to be a yawn. This is because Trump is an unimaginitive con man. Time share salespeople are more convincing.
Trump has shown he can’t be trusted. If I thought the deal was OK, and I don’t know enough to know, I’d say, OK we’ll open the government with the bills the House has passed. Then we can negotiate a bill that has both a pretty full DACA and some money for the wall. That way, there can be no reneging on DACA, which I’d assume wold not be in the budget bill.
