When the Universal Time is 5:19, what time is it in Vienna (in June)?

First of all, is Universal Time the same as Greenwich Mean Time? And am I correct in assuming that it doesn’t include Daylight Saving Time? So if I add 1 hour for the time zone change, plus 1 hour for DST, that gives me 7:19, right?
