That’s what state parks (and municipal parks and national parks and national monuments and nature preserves) are–they are places which have been specially set aside to prevent random dipshits from cutting down trees, blowing holes through mountains, and blocking rivers.

If there’s something you own–including a tree on your own land–you can generally cut it down or spray paint it or carve your initials in it all you want. Things that you don’t own, including things that belong to the people of Oregon, or to the people of the United States as a whole, you don’t get to cut down, spray paint, or carve your initials into. If you destroy things that belong to other people, then you are a vandal.

If it’s a state park, then yes, taking rocks away from it is theft, you are removing something that someone else may have enjoyed. If everyone starts taking home a rock, then soon, there will no longer be a bank to the river.

If you have a fire in a state park, there are rules to be followed. Many parks have different rules, but they usually limit you to using fallen wood, rather than green, and have times and places when having a fire is in fact illegal, and would be considered arson.

If you cut down a standing tree, and burned it at the base of a cliff during fire season, then yes, you are using public property in a way that is not your right to use.

Doesn’t even have to be a public park. Pulling a rock out of privately-owned Luray Caverns and keeping said rock as a souvenir risked a $500 fine if caught within a year. Not sure if that’s still on the books.
