I can’t search because the only time the display stops jumping around is when I manage to hit create topic as it passes by. The thing keeps zooming in, zooming, out, and refresshing about five times a second (or so it seems). WTF?

What hardware/software are you using?
Are you trying to scroll when this happens? If so, it’s possible that your Ctrl key on your keyboard is stuck down, or at least registers as such. If so, you can try pressing the keys down to try and fix that, as well as attempting any sort of cleaning or something. And, of course, you can restart the computer in case it’s some other sort of error.
If not that, look around for anything else that is hooked up to your computer, like any spare peripherals that are plugged in, or anything touching a touch screen or touch pad.
If not that, I don’t know. There’s always doing a malware scan.
Thanks. It was only happening on this site, but since I spend a lot of time here, maybe that’s not all that definitive. 
I just checked every key on the keyboard for gunk or FOD, and every key combination for functionality. I also went in and changed the interface theme to Sam’s Simple. The malware scanning is always on and tells me it’s up to date.
