According to things I’ve read, this legal herb is really supposed to stone you out for a while. My questions are, what is the actual effect of this stuff. (meaning, have any Straight Dopers tried it.)
And, if it does get you high, why aren’t the Nofun Nazis trying to get it outlaws?

I’ve smoked it several times, and I’m sure if it became popular, it would be outlawed eventually. It very certainly does cause an effect, indeed a very pronounced one if you have a strong sample. Whether or not it is enjoyable or not is up to you. The only way I can really describe it is that at first, if it is very strong, you will be pretty much incapacitated for 5 or 10 minutes or so. It’s pseudo-hallucinogenic. After that, you will feel really spacy for an hour, hour and a half or so. Personally, I don’t like it all that much. I’ll stick with the reefer, thanks.
An informant describes it as having the world wrap up into a cylinder, and then the machine-elves start talking with you (I may be conflating effects-- said informant also described 2CB to me).
It’s pretty weird stuff. If you wanna try it you should definitely get a 5x extract or else you’d have to smoke quite a bit in a short time to get any effects. You lose touch with reality for about 5 minutes which is pretty frightening, and i mean you really lose touch. You’re seeing crazy things and can be talkin to entities or stuff, and just not even comprehend what it means to be human. I tried it a few times and didn’t really like it.
It’s not illegal cause it’s pretty obscure and at this point it’s use is limited to a few scattered psychonauts. Probably not too many potheads get busted with a sack of Salvia Divinorum on them too, so law enforcement probably doesn’t associate with the narcotics underground, so to speak. Also, with many drugs a main reason for them becoming illegal is because the gov’t has been trying to persecute a specific demographic with which use of the drug is prevelant… for example Hippies with LSD, Mexican immigrants and African American jazz Musicians with marijuana and Chinese immigrants with opium.
