The presentation wasn’t prepared by the White House. It was prepared by Turning Point USA, at an event they sponsored and Trump was speaking at. Still stupid for the White House not to review the presentation that was being used when POTUS was speaking in front of.

I accept the premise that this was all just from a dumb mistake.
Do we know if this parody seal was out there already, and popular enough that someone doing a Google image search for the real thing would come across it?

For pity’s sake, you could have put it up twenty minutes earlier and had some guy with a laser pointer describe in one-syllable words how each element symbolized endless feckless golfing, nepotism in the service of incompetence and self-enrichment, deference to post-Soviet Kremlin leadership, and the need to discard American unity in the face of attack. The drooling dimwits would still have cheered the drooling dimwit-in-chief decrying American values and citizens in front of them. Much like Republican congressmen heard (hardly for the first time) about a plot by a foreign adversary to disrupt and exert control over a democratic presidential election, and maybe two even managed to choke out the response “I’d like to know more about this,” even with the preface “Sounds unlikely, but…” (which didn’t happen), the whole rotten crowd was primed to choose the foreign enemy they don’t know over the neighbor they’ve been taught to hate.

It sounds like bullshit to me. Reverse image searching, googling “presidential seal” with results limited to before Tuesday – I can’t find anything like that. And reverse image searching the doctored seal itself, I haven’t had any better luck than link to recent news stories. This does not appear, at least at first pass, to be some sort of widespread meme a harried last-minute image Googler came upon.
Oh hell no; this was deliberate. And fantastic. Like, Andy-Kaufman-level-fantastic.
There’s nothing on the page to indicate when the image was added.
