I think that it is Database, one of the “superfriends”.
This is about the only picture that I can find of Database.

Database is his nickname from the Super Friends, we don’t know his real name.

I’ve only heard them call him “Data” on the show. In the episode where they venture into Shelbyville to steal back the lemon tree, he’s one of the six kids involved - they split up into teams to cover more ground, and he’s with Millhouse.
