What do you mean you say to someone,
“I’m not talking to you anymore”
Do you mean

or

I always interpreted it as #2, but in the times I heard a girl say that to me, they meant it as #1 and now I’m confused as hell over this.
Um, it could be either, depending on the circumstances.

I usually mean it as “I’m not talking to you until you figure out what you did wrong and apologize” or,“It’s best I don’t talk to you right now or for the next few days as I know my fuse is REALLY short and I’m liable to get angry at the smallest thing, only doing this out of concern for your personal safety”.
Mix and match 'em as you need to.
I do have the occassional “I am far too angry for words right now, so it’s best if I don’t speak to you, at least until I can put my rantings in order and blast you with them all at once”, but those aren’t often 
I generally mean it as “I refuse to discuss this any further until either you or I are making more sense and/or are more able to listen.”. It’s what i say when i just know there’s no point in talking now because nothing will get resolved and it may make things worse.
OTOH, if it’s simply because the person has said something really offensive to me, it may simply mean “I refuse to talk to someone who talks to me like that” and that may be a straight cut-off. That would depend on how well i knew the person and whether i would be willing to come to terms with them.

I usually mean it as “I’m not talking to you until you come crawling back to apologize.” Or until I forget why it is I’m mad in the first place, whichever comes first.
Wish I could help you here, Louie, but I don’t think I’ve ever said that to someone unless they knew I was kidding.
If I’m ever angry enough to not want to talk to someone (I can’t remember the last time that happened) I’ll just tell them “I’m not having this fight with you right now” or “You do not want to argue with me right now”.
I tend to speak what’s on my mind and not try to speak in “Woman’s” code. I hate when someone won’t tell me what’s bugging them because I’m not a damn mind-reader, so I try very hard not to do that to anyone else.
