IIRC, at the beginning of Season 1 the division guy has to call up the staff and have them come in to work to deal with the Palmer threat, and it’s treated as quite unusual that they’re working at that hour.

I still think Jack should have said “Well, Guess what? We didn’t catch Marwan. Thus, we aren’t letting you go. Tear up the pardon and send her to Gitmo!” She’d be a grandmother before anyone would know about the reneged deal.
