I saw Chase as a severely retarded guy on some Law & Order - I like to think he was just extremely traumatized from his time with Jack.

This was my thinking too. Does Wayne HAVE to wear his tie to be taken seriously? Does he HAVE to keep standing up to continue being consider the CiC? He could still issue orders from a reclined position on the couch. Heck, I do it all the time. Or at least sit down, loosen the tie, and make people come to YOU. You are the pres after all.
