First they let various senators speak for an hour; now they seem to be allowing various house members for another hour. But the count is still the same as it was at 1:15 which was 12-0 for Trump, IIRC. Maybe the vote will restart at 10, maybe not. It wouldn’t surprise me if allowing these speeches is a compromise in return for no further challenges. I can dream, can’t I.

The amendment says “a majority of the principal officers of the executive departments,” so it doesn’t specify that they are the actual Secretary. There are 15 executive departments, so a majority would be 8.
