First of all, an unarmed person on their own may not be a threat, but an unarmed person at the head of a mob definitely is. Second of all, an armed person who doesn’t use their weapon is effectively unarmed, and an unarmed person can be a threat to another unarmed person.

Crap. She was foremost member of a whole violent mob trying to break through those doors, in an attempt to subvert democratic government, and she ignored repeated warnings.
Also, it’s perfectly legitimate to shoot people to protect government property. If I were protecting, say, a strategic radar installation, and an armed mob rushed in and tried to tear it apart with their hands, damn right I’d shoot them.
