Because the Justice Department has a policy, which has been in force for decades, that they will not pursue charges against a sitting President (as such would distract him from his important job duties).

Indeed; I strongly suspect that the percentage of his waking hours which has been spent on actual presidential duties is the lowest of any modern president (and maybe any president ever).
