No, it doesn’t get better. It’s been a fairly consistent show tone-wise. If you don’t like it 10 episodes in, I think you should move on.
There’s a lesser emphasis on Peralta as the seasons progress and the other characters are developed more, but he’s still the focal character of the show, and likely always will be.
If you’re waiting for a point where Jake fades into the background, you’re out of luck.

I thought last season the weakest yet, but have been quite amused by the 1st 2 this season.
The main plot usually focuses on Jake and the B plot usually involves some of the other characters. That doesn’t detract from the fact that Andre Braugher as Captain Raymond Holt is a national treasure.
It gets better, but better in the same way. It doesn’t get different. If you don’t like it after 10 episodes you’re not likely to like it later.
You say you’ve seen 10 episodes, but the one where Jake chained himself to Holt was Episode 11, so I’ll assume that’s how far you got. OK, try this: the next two episodes, “The Pontiac Bandit” and “The Bet” both feature some character development for Jake, and IMHO they’re the point where he starts getting a bit less obnoxious and a bit more self-aware. They’re also very funny episodes. Watch them, and if you still don’t like the show, feel free to walk away with our blessing.
It doesn’t help that Andy Samberg has television’s most punchable face.
