Is it possible that this investigation of the investigation is to look for ways to improve on the ways they go about doing this kind of work? Maybe they are not looking to fire anyone. Maybe they just want to be certain that best practices and strategies are being followed.

When Elizabeth Smart was kidnapped, the SLCPD focused their investigation on Richard Ricci because he was handyman with a criminal record who had previously done work for the Smart family. This investigation resulted in Ricci being arrested on an old warrant (a practice that is perfectly legal and acceptable) and questioned about the Smart case. He denied his involvement.
Cites? Sorry. This topic and the idiots who constantly defend incompetency are not worth my time to look them up. The story was in all the papers - look it up yourself.
Ricci died in custody. Media outlets slobbered all over themselves with salacious stories about how he had “taken the location of Elizabeth Smart’s body to his grave.”

In October, Mary Katherine Smart has this epiphany about “Emanuel” being the person who kidnapped her sister. Ed Smart provides this information, including “Emanuel’s” actual identity (Brian Mitchell) to the SLCPD who promptly sit on it and do nothing except continue to investigate the corpse of Richard Ricci.
Finally, the Smart family has had enough. On the morning Elizabeth was found, the Salt Lake City Tribune leads with a story about how the SLCPD has frustrated the Smart family by ignoring Brian Mitchell and continuing to focus on Ricci. Cites? Get bent.
