Law & Order: Before Miranda. Initially set in 1962, young rookie Lennie Briscoe gets shown the ropes by older partners who plant evidence and beat confessions out of minority suspects. He has something approaching a conscience and digs in to find out what really happened, to the chagrin of his endless string of one-case-only partners who refuse to work with him afterwards. Young versions of Adam Schiff and Ben Stone are ADAs making their bones. A young John Munch is a snot-nosed young punk who makes everybody’s life difficult as a crusading student journalist.

This is a good one!

Law and Order: Sun City A bunch of the original L&O characters, who have retired and moved to Arizona, band together to investigate cases of disappearing golf carts, stolen medications, gangs of youth playing in yards, and other crimes infesting senior communities.

That concept has been done. No Activity was an Australian show but the creators have since moved on to a US show with three seasons so far on CBS All Access.

The entire show is not just the two officers. The first season of the US show also includes other low level looks. The warehouse they are watching has two low level criminals on guard. The two dispatchers are also featured. There are also two low level cartel workers digging the drug smuggling tunnel into the warehouse. The major activity of the show is those various groups sitting around and talking about stuff.

Law and Order style drama it is not. It is pretty funny.
