My first sighting of a custom plate on a motorcycle today… NASTEE
Spotted on a Washington plate this morning in Olympic National Park: MYSTR E.
I’m not going to attempt to solve it, but I thought it was rather clever.
The plate’a meaning is a mystery. If he gets one of those plate-hiding gizmos up-thread perhaps he can wrap it in an enigma.

Possibly “K-word to the V-word,” but that doesn’t help figure out what those words are.
My initial read is Kᵛ (K raised to the power of V; K^V), but I’m not finding any obvious math or physics formulas that resemble that.
I do see, however, that Ktothev appears to be a name as well as a, not entirely uncommon, social media handle.
Chino is a town / city in SoCal. And a common enough Spanish language nickname.

Saw CUB GIRL on my way to getting my hair cut this morning. The car had Cubs bumper stickers and a Cubs license plate border too.
Saw an older Honda S2000 sport coupe convertible. Think year ~2000 Mazda Miata. The guy driving looked like the typical artist’s conception of Jesus.
His plate: 4TITUDE.
His car was certainly soldiering on bravely.
I don’t think I’d be able to read that as anything other than Four Tit Dude.
That’s not a nice thing to say about jeebus.
