I liked half this episode quite a bit. Spiner-as-Soong and the Orion slave plot was interesting, unpredictable, and engaging. The crew member freaking out in the cage was an excellent touch.
The other half, the Tribe of Marc Singer Lookalikes, bored me to tears.
Spock was never stated to be the first Vulcan in Starfleet, only the first to graduate from the Academy.

I don’t know how the supermen are related to Khan’s followers but I do know Spiner’s character is some relative of Noonien Soong*, Data’s creator.
*Not to be confused with Khan Noonien Singh, aka KHAAAAAAAAAAAN!
The Dune boys were embryos left from the Eugenic Wars that Soong augmented even further, or something like that.
