I’ve heard of it, but I sure wouldn’t practice it. I dislike chewing hard chocolate from the fridge, let alone the freezer. I’m not sure it’s all that common in my region, anyway.
I’ve never tried frozen cakes, but I love frozen candy bars, and most of all, frozen peppermint patties. I love a fresh peppermint patty from the freezer, with a glass of milk… oooh.
The cakes really don’t freeze as well as the cream filling. So it is an interesting experience eating a cupcake or twinkie. The cake is soft but the cream freezes hard.
My mother did the ‘frozen cake’ thing when I was growing up. Supposedly kept it moist and fresh longer, but I didn’t think so. Made them taste slightly stale and bland to me.
As far as candy bars go, I’ve never put one in the freezer, but love them cold just out of the ice box.

I like M&Ms frozen. I’ve not tried any other candy that way. Since my wife likes M&Ms room temperature, I sneak them into the fridge at least, so I can have a few the way I like 'em.
The best is to freeze chocolate (if you live in a hot climate like Australia) because it comes out hard and your body temperature does more melting, which is part of the yummy chocolate goodness. Also, chocolate goes off if it’s too hot (like 46°C!) and it melts and goes sticky. My mate from Canada says that they like chocolate to be warm… but Canada’s cold so…
I had a frozen Snickers candy bar just last night! My all-time bestest favorite is frozen Zero candy bars. I’m from Kansas - maybe it’s a regional thing.
