My guess is that he’s going to say that a stated intent to commit genocide doesn’t count. Just like he claims that Netanyahu isn’t committing genocide, because he’s never specifically stated the intent, and stating the intent is what makes it count. And it also doesn’t count when other members of Netanyahu’s government state their intent for genocide, because they don’t have any power, but Netanyahu can’t just kick them out of his government because he needs the power they have.
