Well, it’s possible, but it’s not the first assumption I’d make. Danko’s connection to abilities could just be that he’s the guy assigned to hunt them; he does have a direct connection to Nathan, after all, plus personal interaction with several more (Peter, Parkman, Tracy).
Danko is a single-minded asshole – morality plays no part in getting to his objective. It wouldn’t at all surprise me if his assholery rose to the level of being a war criminal. If he thought it was more expedient, I can totally see him offing a bunch of civilians and then lying about it to obtain whatever objective he had. He had no qualms about making Parkman out to be a suicide bomber, after all, and was willing to blow up not only Parkman, but Nathan and a bunch of DC cops, too. All this just so he could get backing to kill any and all specials willy nilly without being restricted to just locking them up.
