How would the villains handle rebellion in Old Man Logan?

In Old Man Logan the villains of 616 Marvel Earth team up under Red Skull, Doom, Magneto and Abomination to defeat the heroes and divide the US among themselves.

My question is how successful at eliminating rebellion (human and superhuman) in their respective territories do you think the villains would be within the first decade of the takeover?

Given how evil regimes in the real world have used terror and violence to eliminate rebellion and dissuade people from engaging in it, how much easier would it be for Marvel villains who have fantastical abilities and resources at their disposal?

Then again, at least some of the rebels would also have powers at their disposal. Even if they started by eliminating almost all of the existing superheroes, it’s the nature of the world they live in that more are constantly arising. And these new heroes would have two key advantages over the four ruling villains: First, they’d start out unknown, or nearly so, to the villains, and second, Good is much better at working together than Evil: The ruling villains would have to fight off all up-and-coming metahumans, good and evil, so as to avoid competition, but the rebel heroes would be able to collaborate.

I could never quite figure out how they got Magneto to willingly work with the likes of the Red Skull.

Well, I’m sure that Doctor Doom — oh, shit.

And Old Lady Squirrel Girl would be unbeatable.

And fantastical technology like ray guns, teleporters, etc. I’m sure a significant percentage of members of SHIELD and similar organizations would participate in any resistance that existed. In reference to new heroes rising up two people dressed up as the Punisher and Daredevil are shown getting executed by Magneto’s replacement and the corpses of people in costumes are shown hanging outside Osborn City decades later.
