ID this old cartoon, please

It was about a hobo or bum. The only thing I remember (in the intro or outro) was the main character riding by under a semi trailer, perched in the spare tire carrier.

It was on TV in the early 60s. Title may have been " _____ the hobo" or similar. I suppose he could have been called a tramp or bum, for that matter. I remember the character was human, and riding under a semi in the spare tire rack.

Whether that is the correct answer or not, that cartoon* is* obscure. I thought I was fairly knowledgeable about early 1930s animation but that doesn’t look like it came from any of the American studios I know about from the period (i.e., Disney, Fleischer, Ub Iwerks, Van Beuren, Terrytoons, Warners, MGM, Walter Lantz, and Charles Mintz). It looks British.

Well, the character’s name was in the title, I think it was a short-lived series, and he could have been just a bum!
