Maybe, as you say, she’s having them removed. Or maybe it’s some artifact of the video that causes them to lose the fine detail when they are on YouTube?
Could they be bruises from getting blood drawn? Some people have that happen to them. Mostly it doesn’t happen to me (or doesn’t show) because I have brown skin, but at least once the whole underside of my arm was bruised because of a bad blood draw. It looked rather similar to those patches.
I’m never averse to a beautiful woman showing skin, but it’s always painful to watch a rich ex-child-star trying to establish street cred.
She should find a good indie filmmaker, and finance a couple of pretentious art films. Then, she could do a couple of tasteful nude scenes, get it out of her system, and get on with her life.

She tries all these different things to be “sexy,” but they always come across like someone who has observed HYOO-MONS but is not actually one of them. She doesn’t seem to “get” sexy.

I just watched the whole clip. That’s the first time I’ve ever seen her interviewed and I have say, although I can’t stand her music, I now think she’s an exceptionally intelligent and remarkably cool person.
I have a feeling that more young women fall into this category than don’t. It’s not that they’re asexual, they just don’t know quite what turns guys on yet, and take their cues from movies and music videos. Plenty of women look sexy. But acting sexy takes a lot more experience to pull off well. Unless you’re one of those prodigies.

Doesn’t sound crazy to me at all. I get a very masculine vibe from her. Not saying she doesn’t have a fantastic figure and all that but feminine she’s not, despite trying real hard to make us think otherwise. I would also agree that in many ways she’s quite intelligent but the sound of her voice makes me homicidal.
Yea, I don’t really have an opinion on her (and only sort of vaguely know who she is) but she comes off wittier than your average young musician or movie star interview. Her boobs as conversation piece gimick works pretty well.
As to the OP, they’re obviously her tattoos, blurred out either by the worlds worst concealer, or because the camera shooting her has to be back away from the stage so as not to block the audiences view, and so they have to zoom in, making the fine detail stuff on her arms look blurry.
What you’re missing is that this is a new generation. They are not trying to mold themselves into something that will be attractive to you, (or anybody else) they are expressing their own sexuality. When they run into other HYOO-MONS with whom their desires and curiosities resonate, marvelous! But they are in no way trying to be what will turn you on.
