Name this cartoon ("The lowest of the low")

Shown on British TV in about 1981, I guess. I think it was translated from either French or Japanese. Anyway, all I can remember is one phrase:

Never forget, you are the lowest of the low.

Spoken to a small white robot (?) whose head comprised a curved white helmet with two red slits for eyes (no he wasn’t a Ceylon), in the midst of lots of bigger black versions of the same.

I have not a clue about any other details.
