Does a resolution carry any kind of legal weight/clout?

It can. An act is something that gets entered into statutory law. Things that do not becomes laws, as such, are typically joint resolutions. The 2002 AUMF, for example, that allowed W. to create Daesh was a resolution. I think most budget bills are. And all Constitutional Amendments are passed as resolutions.

So, if I understand correctly, a resolution can be the seed of a law, but has no weight of law in itself.
