I rather liked a take David Eddings had, although I don’t know if it would be practical on a large scale. Essentially, every citizen in the kingdom was required to serve in the government if their number came up in the lottery. Before they entered government service, however, everything they owned was sold and put into the national treasury. What they got back when their terms ended depended on how well they’d governed.

It’s particularly galling because, at that point in history, Canada still had the [War Measures Act](War Measures Act - Wikipedia, which by all measures would have made oppressing the political movements of the 60s much easier.
