This is reminiscent of the tenure of Willie Brown as Speaker of the California State Assembly. In 1994, despite the Republicans taking the majority away from the Democrats, he remained Speaker for the next two years.

no. the clerk of congress can only open, call for votes for speaker, and close. that is all congress can do.
