I know I’m late on this, but the source is Rebekah Jones, who lost to him, badly, in the last election. You may recall her as the woman who got fired from running Florida’s Covid Dashboard, which she claimed was being falsified. She lost her lawsuit and one of the conditions was that she was mandated to see a psychologist once a week. She also had to pay $20,000 court fees. She also had a criminal history of stalking and harassing an ex-boyfriend, among other things.
She was such a good candidate she announced she was running as an independent, despite that not being allowed in Florida. Just imagine seeing those two names to choose from on a ballot. I’d go home crying, pack up and leave the state.
No worries. Any sufficiently nice sex partner will tell you size doesn’t matter. They’ll never sleep with you again, but at least you know it wasn’t size that was the deal breaker. 
See what Republicans are up against? The Deep State even controls football! People are saying they are going to move in on high school football in red states next. What better way to influence young minds!

Biden has already set a date for the federal state of emergency to expire, so I expect the Republicans to crow about how they forced his hand or some such rot.
I think it was more a matter of failing to meet the requirements to run as an independent. IIRC when she did run in the Democratic primary her opponent sued her for not qualifying for that either, and though the suit prevailed in the lower court it was reversed on appeal.
(Some states do also have laws that you cannot declare you’re running as an independent after losing the party primary, but that was not the case here.)
Well, historically, a lot of fugitives did flee across Kentucky’s border, and a lot of Republicans want to put stop to that sort of thing.

My understanding is that you have to choose a party when you register to vote. The new law says you have to run for the party you chose for voter registration. Since she was registered as a Democrat to vote, she had to run on the Democratic ticket. If she registers to vote as an Independent, after one year she can run as an Independent.
She also was so late in switching, she was past the date to get her name on the ballot and had to go to two different appeals courts until she won approval to get on the ballot as a Democrat.
