I mean, at the most generous I could imagine he just could not put together the words “it can’t be part of class even if the girl herself is the one who brings it up” but what he’s quoted as saying is that the girls themselves may not discuss it. Or else he believes teachers would get around the ban by saying, “girls, discuss something you may think is important about your development” and letting them conduct the unit?

I think that might be the problem. I’ve never heard the phrase ‘conversations from them’ but I wasn’t sure what it meant. My guess was that it meant ‘conversations between the student and teacher’. In fact, my confusion about that wording is why I read the bill, which, in my mind, confirmed it.
Maybe that phrase is more common than I realize, but it’s why we seem to be arguing past each other. In fact, that’s why I was specifically asking you who the conversations were between.
In any case regardless of how the question was asked, how it was answered or how the article was written/edited, you can read the text of the bill to see what it says.
I think Joey_P is right, the bill (as I read it) does not criminalize 5th grade girls discussing periods with each other. It only criminalizes their efforts to discuss their periods with trusted adults who might actually know something about them.
Schoolyard misinformation is still allowed. In fact, I think both the girls and boys will have to depend on it.

The Kansas House GOP bundled this voucher bill with two other measures, one which provides additional special education funds, and the other which calls for raising teachers’ salaries. Democratic Governor Laura Kelly supports the latter two measures, but will certainly veto the bill in its present form, because of the vouchers. Then the Pubs can blame her for preventing teachers from getting raises.
I agree. The main message I get from the back and forth in the linked article is that the “author” of this bill, has no idea what it actually does.

Look at what’s happening with doctors, nurses and hospitals with respect to vaguely-worded anti-abortion laws. They’re vague enough that lots of people aren’t sure where the line between legal and illegal is, so the medical community is over-reacting, out of a sense of self-preservation, and pulling back even further than the law might actually require. No one wants to be the test case to see if a particular case is the one that gets you thrown in prison.
Now it’s the teachers’ turn. Having heard the main supporter of the bill say that this is what it means, how many teachers will be willing to risk jail in an attempt to clarify where the line actually is? Safer just to tell the kids to shut up and ask their parents.

Also a lot of these proposals are produced by ideological-lobby bill mills and the legislators themselves just pick them up and sign their names with only a vague idea of what’s in them. They just know they’ve been told it’s pro-life or anti-woke or will make the libs cry, and hey “everyone knows” it’s not going to be my kid that’s harmed.
