Johnson wants the United States to release funding to Ukraine on a monthly basis and only if the U.S. government can meet metrics showing a decrease in illegal border crossings. Should the Biden administration fail to meet a benchmark, Johnson said, a tranche of funding for Ukraine would be withheld.
Now, based on my understanding of their understanding of how border control works, all we have to do is stop arresting people trying to sneak in. If lots of arrests means lots of people crossing the border, then it follows that less arrests means less people crossing. As I recall, we used a similar metric and similar solution to keep our early covid numbers down.
