I imagine that the standard should be similar to the way many public discussion sites are moderated (sometimes moderation may not occur in absence of a complaint). If you use disgraceful language among your people, and nobody is bothered by it, fine, WFC, but if you use it on uncertain ground (i.e., consider it normal, perhaps even proper), you should face the consequences.
