Given Swift’s primary audience, and given Republican tendencies, I have to ask if the woman he solicited was of age.
Given that the charges (alse imprisonment and solicitation for prostitution) don’t mention anything related to her status as a minor, I think she was probably of age, but the following sentence in the link suggests that if she was of age it was probably not by much.
