For the layperson, absolutely. Their names are almost identical, they held the same position, and one immediately succeeded the other.
But I would hope a US Senator knows better, especially if they are talking about serious international policy decisions that could potentially result in a world war, or at least a massive escalation. Maybe it was a simple gaffe and he meant 1989, but I doubt it; I think he is unaware that they are different people. He specifically said the year to show how long this has been a problem, and talking about the wrong year and therefore the wrong person undermines his argument.

Similar names aside, couldn’t you figure out that the guy who had a long white beard when he took power 47 years ago probably isn’t still in charge?!
One might have to do math with Arabic numerals to figure that out.

There’s no way things were going to go well; If Netflix won the bidding, it would not have taken CNN and the other cable channels, which would have been spun off to form another company. With Paramount in charge, I expect that CBS News will be combined with CNN to form one news division. One company will own DC Studios, the Harry Potter films, the Lord of the Rings franchise and Star Trek, Mission Impossible and Transformers. So we could see Batman on the deck of the Enterprise perhaps?
