By which time the person who made the appointment, and sold it, already has the money. He doesn’t care that the person he sold that appointment to is turned away.
If you really want to crack down on this, you need to find a way to punish the scalpers who make appointments and sell them (rather than their victims who show up at the DMV), or get the word out that appointments are non-transferable.
Word will get around and people will learn that it’s worthless, and will no longer buy it, and the scalpers will no longer engage in the chicanery.
It won’t happen immediately, and might not be the best reaction, but it should ultimately work.

Miami-Dade Tax Collector Dariel Fernandez is working with County Commissioner Kevin Marino Cabrera to hunt down scalpers, especially those working in driving schools.
One school was caught hoarding over 70 appointments, reselling them for over $200 each, according to 7News Miami.
Fernandez calls these practices “predatory” and now that HB 0961 has been passed, appointment scalping is a first-degree misdemeanor statewide, which gives law enforcement full authority to prosecute bad actors.
Would anyone seeing that award possibly think that that fat orange bastard could actually run from one end of a soccer field to another without a golf cart?

Him stealing the soccer trophy, while outrageous, is in no way shape or form surprising. It’s perfectly fits his worldview. Pure unfiltered malignant narcissism. It’s like politically justified kleptomania.
Trump sees himself as the center of the universe. Therefore all good things must be due to him. The fact that the soccer team was even there, or the representatives of FIFA who built the structure which the team competed under, matters not one bit. The trophy was specifically put in front of him because he thinks it was there to glorify him.
It’s not something he could earn, buy, or lie his way into. That gives it value to him I guess.
And yes, this incident is Putin stealing a super bowl ring all over again.
I think it is worse, in the sense that I do think that it was done with the consent of the corrupt FIFA guy. In the case of the ring stolen by Putin, there was no “arrangement” with the ring owner.
