FTR, there’s no reason he can’t be charged and/or imprisoned simply because he isn’t a US resident or citizen. If he’s here, he’s within the jurisdiction of the applicable law enforcement agencies.

Does she know any effective self defense moves? A heel to the guy’s foot; a knee to the crotch, a fingernail to the eye; that sort of thing. Can she buy a spray can of mace? Pepper spray?
Concerning the PI, hire a very large, very menacing type, even if he is a pussycat in real life. Appearance can be very important.
You can have guns in your home, and transport them (following proper methods) in a vehicle to ranges/hunting places/etc. The person I responded to was asking about a permit to carry, not to own them.
